After starting the Food for Fuel? event go to Central Park in Baccus Village and talk to the Cowboy NPC, he will give you the Wine which in turn can be used to make Fuel for the GoGoCart in The Village of All Beginnings.
Trivia
Since the Cowboy says Don't drink it young man. we can assume Tomba is younger then 20, since thats the legal drinking age in Japan.
